Job Title Definition:
The Facilities Engineer conducts investigations, evaluations, and applied research directed toward assisting utility system owners, utility system operators, facility managers and facility owners in the safe, reliable, and efficient operation of buildings and energy use (both supply and demand side management) in compliance with codes, laws and regulations; utilizes engineering theories and principles and applies them in methods specific to the facility and problems encountered; prepares technical reports and recommendations for use by utility and/or facility owners and managers for guidance on solving current problems as well as issues of long- and short-range planning for capacity/load, energy use, budgeting, capital planning, regulatory/legal compliance and capital renewal; evaluates and interprets current and evolving codes and regulations, evaluates and monitors system operation for compliance and efficiency, and assists in permit preparation and compliance documentation; acts as liaison to regulators and authorities having jurisdiction; evaluates and interprets current and evolving codes and regulations on environmental protection, emergency management, and other related areas and assists in permits preparation and compliance documentation; acts as liaison to outside utility/service provider companies, and participates in the negotiation of services, rate structures, legal agreements and/or rights-of-way; recommends timely solutions to current or evolving regulatory issues and assisting in resolving disputes with building owners and contractors; assists in the review and implementation of facility design and construction, and develops standards for design and construction; develops operational and maintenance program parameters. Duties are performed at various levels within the defined title.
