Current Members

Appointed members have voting responsibilities and serve a three-year term beginning on August 1. They attend monthly Council meetings for approximately two hours which typically occur during normal University hours and are considered University business. USAC members also serve on at least one sub-committee within the larger Council to focus on specific goals and tasks.

Nicole Sturges is serving her fourth year on the Council, is the current USAC Chair, and is proud to be the first Chair from a Commonwealth Campus. She is the Assistant Director of the Center for Survey Research at the Institute of State & Regional Affairs on the Penn State Harrisburg campus and has been employed at the University for 14 years.
Benjy Romig

Benjy Romig is a consultant for Identity and Access Management, Office of Information Security through the Office of the President at University Park campus. He has been employed with Penn State since 2000, serving in various IT roles across the university. This is his third year as a member of USAC and serves as the Chair-Elect.
Terra Ingram

Terra Ingram works for the Center for Professional Personnel Development as the Administrative Staff Coordinator. She and her team are responsible for the professional development of Agricultural Educators across the state and manage the Ag teacher prep program for the College of Agricultural Sciences. She has worked for the University since December of 2006 and was previously employed by the Smeal College of Business and Penn State’s World Campus. She has an Associate’s Degree in Business Administration-Management & Marketing from South Hills School of Business & Technology, her Bachelor of Science from Saint Francis University where she majored in Organizational Leadership and her Master’s Degree in the Psychology of Leadership from Penn State. She is an alumna of Pennsylvania’s Leadership Program, RULE Class XIII, and currently serves as part of the management team to help mentor and develop the current class. She is currently the USAC Awards Committee Chair and the co-secretary for the Council.

Jane Pflaum is the Administrative Support Coordinator (Assistant to the Chancellor) at Penn State York. She joined Penn State, Educational Equity, in 2003 as the Administrative Support Assistant for the Talent Search Program, York and in 2007 served as the Administrative Support Assistant to the Director of Academic Affairs before moving to the Chancellor’s Office in 2011. Jane is a proud Penn State alumnus, earning her Associate in Arts degree, majoring in Letters, Arts, and Sciences, College of Liberal Arts. This is her second year with USAC and she is serving as co-secretary and co-chairing the Communications Committee. She also represents USAC on the SIMBA OCM Advisory Committee. In the upcoming year, she hopes to heighten awareness of USAC's initiatives with staff at commonwealth campuses. In addition, she is serving as the current chair of the Staff Advisory Council, Penn State York.
Leigh Ryan

Leigh Ryan is a marketing strategy specialist with Penn State World Campus and has been at Penn State since January 2004. She serves as a Co-Chair of the Communication Committee and previously worked on Membership and Elections.

Adidi is an Assistant Program Director for the Millennium Scholars Program, has been employed at Penn State since December 2017 and is serving her second year on USAC. Currently Adidi is the chair to the Logistics and Events Committee, and the co-chair to the Inclusion, Equity and Diversity committee for USAC. She holds a Bachelor of Art degree in Photography and Middle East Studies and Arabic studies from Grand Valley State University and a Master’s of Science in Counseling, Adult, and High-Education from Northern Illinois University, and is currently a PhD student in Workforce Education and Development with an emphasis in Human Resource Development and Organization Development, focusing her research on diversity, inclusion, equity, and access.

Cynthia is serving her second year on the Council, and is the current Outreach Committee Chair. She is an admissions counselor with Penn State World Campus and currently serves as a member of the OOE Ambassador program. She is a graduate student studying Learning, Design and Technology and has been working at Penn State since September 2014.
Rachel Galloway

Rachel Galloway is the current Assistant Director of the Center for Spiritual and Ethical Development at the Pasquerilla Spiritual Center. She has been a Penn State Student Affairs employee since August 2012 and previously worked for the Office of Student Activities and the Office of Residence Life at Penn State. Rachel has a bachelor of arts degree in music from Lebanon Valley College and a master of science degree in clinical and counseling psychology from Chestnut Hill College. She is serving her second year on the Council and as part of the Communications Committee. She is also currently the Secretary-Elect.

As the Past Chair of USAC, Mark is serving as the chair of the Membership and Elections committee on his fourth and final year on the Council. He is a Business Analyst for Outreach IT at University Park campus, and has been with the University since 2006.
Karen Armostrong

Karen Armstrong is a World Campus Career Counselor with a background in mental health counseling. She has over 10 years of experience in diversity and inclusion focused program development. In her spare time she engages in social justice community outreach working to empower multiply marginalized groups. This is her first year as a member of USAC. She is serving on the Outreach / Campus and Alumni Committee and as the Co-Chair of the Inclusion, Equity, and Diversity Committee.

Brendan is an alumnus of the University holding degrees in History and Medieval Studies, he is currently completing an M.Ed in Learning, Design, and Technology. Brendan is currently also serving as Chair of the Arts & Architecture Staff Advisory Council, a member of the World Campus Student Government, and serves on a number of committees related to instruction, technology, and services for World Campus and University Park through the Office of Digital Learning in the College of Arts & Architecture.
Margaret Buban

After a 30+ year career at a Fortune 20 corporation, Margaret Buban joined Penn State as a Director of Finance & Business and an adjunct instructor at the Brandywine Campus in 2016. Using her leadership skills in successfully leading large organizations in driving top-ranking performance results, Buban’s goal with the USAC appointment is to share and learn about best practices between the corporate world and higher education. She hopes to further engage Commonwealth Campus staff with University leadership and create new dialogue surrounding important issues. This is her second year on USAC where she serves on the Communications Committee.

Barbara Holmes

Barbara Holmes is located at University Park as the Training Coordinator for the Police and Public Safety. She started her Penn State career in 2013 at Career Services working with the Commonwealth Campuses. Barbara has also held positions in Human Resources as well as the College of Engineering in the Dean's Office. She's a Penn State alum with her B.S. in Criminal Justice, minor in Psychology, and a Chemical Dependency and Prevention Counseling certificate. This is her third and final year serving on USAC.

Roy is the service manager for the Digital Learning Cooperative and the Polaris project, the public facing web platform in use by all Penn State Commonwealth campuses, Penn State at the Navy Yard, and Office of the Vice President for Commonwealth Campuses. His career delivering technology spans more than twenty years, with service to K12 as well as higher education and the energy industry. He is serving his first year on USAC as a member of the Communications Committee.

Lynne O'Cain is the Program Coordinator for the Office of the Sr. Associate Dean for Instruction & Curricula, Eberly College of Science. She began her employment at Penn State in August 2005 at the Schreyer Honors College. Lynne is an Air Force Veteran having served at Clark AFB, Philippines, 6948 Electronic Security Squadron, Kelly AFB, Texas, and the Office of the Supreme Allied Commander Europe/NATO, SHAPE, Belgium. Throughout her career, she has completed numerous supervisory and management courses as well as several online and in resident professional development courses to include: Office Professional Certificate Program, Supervision Series Level 1, Coordinating Events Like a Pro, Identifying Strengths and Align to Work, and Writing for Success. She has also served as a Veteran Mentor for first-year veteran students at Penn State. This is her first year on the council.

Gretchen Paules is an Analysis & Planning Consultant in IT Strategy & Planning for Penn State IT. She has more than 20 years of senior leadership experience in industry in the retail, non-profit, and technology sectors. Gretchen holds two master's degrees, a Master of Science in Information Technology and an MBA. She is currently pursuing her Doctor of Business Administration. Gretchen has been employed at Penn State since July 2018 and this is her first year on USAC.

She has been with the University since 2007 and looks forward to bringing her positive and passionate energy, as well as her knowledge of Penn State to the Council. She is honored to be among other staff that advocate for the voice of Penn State staff. Christy is an alumna of Penn State with an A.S. in the Physical Therapist Assistant curriculum and a B.S. in Organizational Leadership with a minor in Labor and Employee Relations. She earned her BA in Psychology from Millersville University, an MA in College Student Personnel and Adult Learning from Bowling Green State University, and is a PhD Student in the Higher Education program at PSU. She is also the past-chair of the Hazleton Staff Advisory Council. This is her second year on USAC and is serving on the Communications Committee.

Penny Barr has pretty close to 20 years of combined professional experience. Currently, she is a PhD student within the Workforce Education and Development program for the Learning and Performance Systems department in the College of Education (CoE). She is also a Graduate Assistant in the Learning and Performance Systems department for a second academic year. Penny is a Graduate student representative Member for the Technology Committee for the CoE. Further, appointed Head of the Marketing Sub-Committee established under this Committee for the College. Graduated from the Pennsylvania State University, majored in Business Administration from the Smeal College of Business. Also, a graduate of the University of Manchester, Manchester Business School and obtained a Master of Business Administration. Furthermore, hold a dual certificate and second master’s degree combination from the Pennsylvania State University. Acquired a Graduate Certificate in Institutional Research and a Master of Education in Higher Education.

Reese Viglione joined the University in 2011 and currently holds the position of Employee Relations Strategist in Labor & Employee Relations - Penn State Human Resources. In this role, she supports the design, development, and monitoring of University-wide programs, tools, policies, and initiatives which impact Staff employees. Prior to her current role, she held positions as an Employee Relations Officer and the Assistant Manager of Employee Relations. Prior to joining Penn State, Reese worked as Senior Human Resources Representative at First Commonwealth Financial Corporation. She earned her Bachelor of Science in Business Administration and Human Resources from Shippensburg University. She holds her Professional in Human Resources (PHR) certification and is a certified PROFILOR leadership development coach. She is an ex-officio member of USAC, serving since 2017.
